郑功成：增加居民收入需要多管齐下，才能改变分配格局。居民收入增长有四条途径，除了劳动报酬外，排在第二位的就是转移性的收入，目前约占18.5%，系通过社会保障获得，不同群体获得的转移性收入差距很大。排在第三、第四的分别是财产性收入和经营性收入。财产性收入比如房产、股票等，经营性收入如个体工商户等，这四项收入构成了居民收入的来源。
